This was a publicity shot for the Vehicle Defect Rectification Scheme.  Mark Whitehurst issues a member of the public played by vehicle examiner Ken Birch a defect form for a rather ropey motor. It was shot on Peachy street, the back entrance to the Nottingham Traffic Wing.
